Quantity Surveying and Construction pathway

The competencies and their levels

The complete competency list for the Quantity Surveying and Construction pathway, with the required level for each — taken from the official RICS pathway guide published in December 2025.

How it is structured

Your competencies fall into three groups: 11 mandatory competencies that every candidate takes regardless of pathway, the core technical competencies — all at Level 3, and the heart of the QS discipline — and two optional competencies chosen at Level 2 from a defined list.

Mandatory competencies

Eleven in total. They cover the professional, behavioural and business side of practice more than the technical side.

CompetencyLevelWhat it covers
Ethics, Rules of Conduct and professionalism 3 Professional conduct — the only mandatory competency at Level 3, and the one with no margin for error.
Client care 2 Dealing with the client, understanding the brief, managing expectations.
Communication and negotiation 2 Written and oral communication, and handling negotiation.
Health and safety 2 Health and safety on site and in professional practice.
Accounting principles and procedures 1 Accounting fundamentals and reading financial statements.
Business planning 1 How a professional practice is run commercially.
Conflict avoidance, management and dispute resolution procedures 1 Avoiding disputes before they form, and resolving them when they do.
Data management 1 Managing and protecting data in professional practice.
Diversity, inclusion and teamworking 1 Diversity, inclusion and working as part of a team.
Inclusive environments 1 Designing and operating built environments everyone can use.
Sustainability 1 Sustainability and its effect on design and cost decisions.

Core technical competencies

All at Level 3 — meaning reasoned professional advice is required, not just application.

CompetencyLevelWhat it covers
Commercial management (of construction works)
or Design economics and cost planning
3 Commercial management of construction works. One of the two is taken as core; the other moves to the optional list.
Construction technology and environmental services 3 Construction techniques and environmental and building services.
Contract practice 3 Contracts and their practical application — where FIDIC does most of the work.
Procurement and tendering 3 Procurement strategy and running tenders.
Project finance (control and reporting) 3 Financial control of the project and periodic reporting.
Quantification and costing (of construction works) 3 Measurement and pricing of construction works.

Optional competencies

You choose two at Level 2 from this list:

  • Capital allowances
  • Commercial management (of construction works) or Design economics and cost planning — whichever was not taken as core
  • Conflict avoidance, management and dispute resolution procedures, or Sustainability
  • Contract administration
  • Corporate recovery and insolvency
  • Due diligence
  • Insurance
  • Programming and planning
  • Project feasibility analysis
  • Risk management
Practical advice: pick your two optionals from the work you have actually done, not from what looks easiest. Assessors probe in depth, and the "easy" competency you have no real experience in becomes the hardest question in the room.

Where the LeAlmond course sits

The course covers 19 competencies — the eleven mandatory ones, the core technical ones including both Commercial management and Design economics so you can take either as core, and Programming and planning from the optional list. Each competency is built as a standalone mini course: short lectures, written material, references, and worked writing examples for each level.

Always check the official source. RICS updates its pathway guides periodically. The list above reflects the December 2025 edition — confirm against the current version on the RICS website before you fix your choices.

Every competency is its own mini course
